Grid Modernization Bill Advances in the Missouri Senate
Strong Support for Energy Infrastructure, Cybersecurity and Unprecedented Consumer Protections
JEFFERSON CITY, MO – On Thursday, the Missouri Senate Commerce, Consumer Protection, Energy and the Environment Committee voted 7-2 to pass Senate Bill 1028, the 21st Century Grid Modernization and Security Act. The legislation includes provisions that will encourage investments in energy infrastructure, cybersecurity and expands a commitment to clean energy sources in Missouri. Senate Bill 1028 also represents an unprecedented effort to cap consumer electric rates.
“This bill represents forward-thinking, cost-effective energy policy. Its unprecedented rate cap for electric consumers and focus on modernizing the electric grid will further Missouri’s tradition of affordable and reliable electricity,” said MBEF Executive Director Irl Scissors.
“Doubling down on clean energy sources without causing an uptick in energy rates is also a huge component of this legislation.”
The bill restarts the ultra-successful solar rebate program and expands net metering to 300 kilowatt systems, a major plus for residential and small business customers. This language will ensure that Missouri remains a leader in the clean energy economy for decades.
Special thanks to Chairman Ryan Silvey for shepherding this bill through thoughtfully considering the needs of various impacted constituencies. Also supporting the bill were Senators Holsman, Emery, Cunningham, Riddle, Wallingford and Keaveny. Their input and consideration was key to its passage.
Overall, SB1028 is a look into the future to bring Missouri’s electrical grid where it needs to be to protect consumers, create jobs and encourage economic development supporting a secure and stable electrical grid. The legislation now moves to the Senate floor for full debate.
